In 1998, The New York City Council passed Local Law 11/98 which requires owners of buildings six stories or taller to file periodic reports with the New York City Department of Buildings, describing the current condition of the building’s exterior walls and classifying the building’s condition as “Safe,” “Unsafe” or “Safe With A Repair and Maintenance Program (SWARMP).” Local Law 11 Reports must be prepared by a licensed Architect or Engineer.
Building conditions classified as “Unsafe” must be repaired within 30 days unless granted an exception by the New York City Department of Buildings; Conditions classified as “SWARMP” must be repaired within the timeframe specified by the Engineer or Architect in his/her report.
LL 11/98 Cycle 7 Reports
Property owners are required to file a report once every five years. The current inspection cycle (7) began February 21, 2010 and ends February 21, 2015. The cycle is subdivided into cycles 7a, 7b, and 7c. The property’s block number determines the sub cycle in which the report must be filed.
